Velocity/Sponge-only v1.1 Alpha 2 release

• This fixes some issues that cannot be resolved through other means on platforms like Velocity and Sponge where commands do not work as wekk as I would like them to
• This contains some features from Alpha 3, including updated machine learning weights, that will be fully validated and released in the next alpha, along with other fixes later.

Be sure to read the changelog for Alpha 1 before using this.

DELETE settings.yml BEFORE UPDATING.
